FG Adopts Tech-Based Audit System to Bridge Civil Service Skill Gaps

The Federal Government has launched a technology-driven Personnel Audit and Skill Gap Analysis Project (PASGA), also known as Project Phoenix, to modernise human resource management and close capacity gaps across the civil service.

Unveiling the project in Abuja on October 21, 2025, the Secretary to the Government of the Federation, Sen. George Akume, represented by the Permanent Secretary, General Services Office, Mohammed Sanusi Danjuma, said the initiative is designed to make the civil service more efficient, data-driven and performance-oriented.

“In today’s fast-paced environment, our workforce must be equipped with the right skills, knowledge and drive to succeed. Personnel audit and organisational analysis help us understand our strengths and weaknesses, optimise the workforce and improve decision-making,” he said.

The Permanent Secretary, Ecological Project Office, Dr. Aishetu Gogo Ndayako, described Project Phoenix as an innovative reform effort aimed at revitalising the federal workforce for improved service delivery and long-term institutional strength.

Demonstrating the project’s features, Mr. Ayo Muritala, Senior Managing Partner and CEO of KnewRow Consulting, said the platform goes beyond verification to serve as a strategic reform tool for aligning data, skills and performance.

“Project Phoenix is not just a verification exercise; it is a reform instrument. It helps government understand the people who power the civil service through data, identity and capability mapping,” Muritala explained.

He added that the process will be inclusive, with teams deployed nationwide and abroad to reach all federal staff without requiring travel to Abuja.

The project, jointly driven by the Office of the Secretary to the Government of the Federation and the Office of the Head of Civil Service, marks a major step toward building a modern, transparent and responsive public service.
